Arima Onsen & Rokko
Hot springs, a mountain ridge, then Kobe beef and harbour lights
For anyone based in Osaka or Kobe who wants a proper onsen morning and a mountain view without an overnight stay, ending back in the city for dinner.

Kin no Yu and Gin no Yu, Arima Onsen
From Sannomiya take the subway to Tanigami and change to the Kobe Electric Railway for Arima Onsen; about 40 minutes altogether, or the direct bus is similar. Aim to arrive around 9:00. Arima has two public bathhouses: Kin no Yu with the rust-brown iron water and Gin no Yu with the clear carbonated spring. Bring a small towel; both sell them if you forget.

Arima's old lanes and Onsen-ji
Dry off and wander the steep lanes between the bathhouses: Yumotozaka is the main slope of souvenir shops, with tansan senbei, the thin carbonated-water wafers, baked in front of you. Onsen-ji temple and the little Nenbutsu-ji sit just above the street, and the Taiko-bashi bridge over the Arima River makes the postcard shot. Around 11:00 the coach groups arrive, so do this before them.

Rokko-Arima Ropeway and Rokko Garden Terrace
The ropeway station is a 15-minute walk uphill from the town centre; the cabin takes about 12 minutes to cross the ridge to Rokko Sancho. From the top station a bus runs along the summit road to Rokko Garden Terrace, where the restaurants and the timber lattice of the Rokko Shidare observatory look down over Kobe and Osaka Bay. Have lunch up here; it is noticeably cooler than the city in summer and windy in winter.

4Kobe beef dinner in Sannomiya
Come down by the Rokko Cable Car from the summit, then a bus and the Hankyu Line back to Sannomiya; allow about an hour. Teppanyaki counters around Sannomiya and Motomachi grill certified Kobe beef in front of you; lunch sets are far cheaper than dinner, so if the budget matters, swap this stop with the terrace lunch. Book a counter seat for around 18:00 a few days ahead.

5Meriken Park and the harbour at night
Walk 15 minutes south from Motomachi to the waterfront, or take the subway to Harborland. Kobe Port Tower, the Maritime Museum's white lattice roof, and the ferris wheel at Mosaic all light up after dark, and the lawn of Meriken Park is the place to sit with a drink from a convenience store and watch the harbour. The last trains toward Osaka run until around midnight.

Tips
The ropeway and cable car are separate tickets: buy them as you go; IC cards work on the trains and buses but not always at the ropeway counter.
Arima is all slopes and steps, and the summit road is a walk between bus stops; wear shoes you can slip off quickly at the bathhouses.
Kobe beef is cheapest at lunch: a lunch set at the same counter can cost half the dinner price for the same cut.
Shoot the bay from Rokko in late afternoon when the haze drops, and the harbour from Meriken Park after the tower lights come on.
