For day-trippers from Tokyo who want the famous flower hill and then the working coast beyond it, best in late April, mid-October or the cosmos weeks of autumn.

Miharashi Hill, Hitachi Seaside Park
The Hitachi limited express from Tokyo or Ueno reaches Katsuta in about 85 minutes; a bus from the station takes 15 to 20 minutes to the park's west gate. Be at the gate for opening, mid-morning, and walk straight to Miharashi Hill. It is blue with nemophila in late April, red with round kochia bushes in mid-October and green in between; the top looks over the Pacific.

The rest of the park by bicycle
Rent a bike inside the gate; the park is enormous and the cycling paths run through pine woods, past the cosmos and sunflower fields, and out to the dune garden by the sea. The Pleasure Garden has a Ferris wheel if you are with children. Aim to be back at the west gate by 12:00 for the bus or a taxi south.

3Nakaminato fish market lunch
Nakaminato Fish Market, at the mouth of the Naka River, is about 15 minutes by taxi from the park or a short ride on the small Hitachinaka Seaside Railway from Katsuta. Around a dozen shops and restaurants sell whatever the boats landed: seafood rice bowls, grilled scallops, anglerfish hotpot in winter. Eat around 12:30 before the counters thin out.

4Oarai Isosaki Shrine and the Kamiiso torii
Cross the river bridge into Oarai, roughly 10 minutes by taxi or a local bus. The shrine sits on the bluff, but the reason to come is below it: a white torii planted on a rock in the surf, waves breaking around it. Take the steps down to the sea wall and walk along the coast; the view is best when the tide and swell are high.

Aqua World Oarai
A 15-minute walk south along the shore road, or a short bus, brings you to Aqua World, one of the biggest aquariums in eastern Japan and known for its sharks and a giant sunfish tank. Plan around 15:30 to catch a dolphin and sea-lion show. From here a bus runs to Oarai Station on the Kashima Rinkai Railway, then Mito for the express back to Tokyo, about 70 minutes.

Tips
Reserve the Hitachi express both ways in flower season, and note the outbound goes to Katsuta but the return is easier from Mito.
You will cover a lot of ground on the hill and the sea wall: trainers, a hat and a windproof layer; the Oarai coast is exposed even in May.
Nakaminato's counters are busiest at weekend lunch, so eat early or late, and try anglerfish, the Ibaraki winter speciality, between November and March.
The Kamiiso torii is a sunrise shrine, but in the afternoon a long exposure on the sea wall smooths the surf and the light is at your back.
