The renter is 100% responsible. Pay the fine at the police station (15,000–25,000 JPY) plus towing fees if applicable (~30,000 JPY). Notify the rental company immediately for assistance with the procedures.
Contact the rental location immediately — most companies keep lost items for 30 days, after which they are handed over to the police. The sooner you report it, the easier it is to recover your belongings.
