29-seat or 45-seat coach in Japan: which one you need, and what gets added

The question we get most often from agencies and group organisers is not "how much does it cost?". It is this one: "we are 22 people with one large suitcase each — does that fit in a 29-seat bus?"
That is the right question, and almost no website answers it. Seat count tells you nothing about the luggage hold. This guide compares the two categories that actually matter for a group — medium 29 and large 45 — and spells out the costs that are not in the base rate, so your budget does not break halfway through the trip.
First: in Japan you cannot drive it yourself
Japanese law makes it impossible to rent a vehicle carrying more than 10 passengers and drive it yourself. Two things are required:
- a driver holding a Japanese commercial licence, and
- a vehicle with a green number plate (緑ナンバー, Green Plate).
The green plate is not paperwork trivia. It certifies that the vehicle is registered for commercial transport, that compulsory passenger insurance is in force, and that it passes road-safety inspections. If a supplier offers you a coach without a green plate, that vehicle is not insured to carry your group. Always check.
Large-coach rates are additionally regulated by Japan's Ministry of Land, Infrastructure, Transport and Tourism (MLIT), and are calculated from a combination of service hours and kilometres driven. That is why no serious operator will give you a fixed price before seeing your itinerary.
29 seats vs 45: the table you actually need

Read the first row, not the second. A 29-seat coach seats 29 people, but if every one of them brings a large suitcase you run out of hold space around number 20. Twenty-two travellers with twenty-two suitcases ride comfortably; twenty-eight do not.
The practical rule we use when quoting: if your group exceeds 25 passengers with full luggage, move up to the large coach even when the medium's seat count technically fits. The price difference is smaller than the problem of leaving suitcases behind on day one.
Indicative 2026 rates
The Japanese market sits in these bands for a full day (8–10 hours):

For short airport transfers (3–4 hours) — Haneda or Narita into central Tokyo, for example — the usual reference for a large coach is ¥60,000 to ¥90,000.

What the base rate includes
- The vehicle in the class you booked.
- A professional driver with a Japanese commercial licence.
- Fuel (petrol or diesel).
- Compulsory passenger insurance.
The four costs billed separately
This is where budgets break. In Japan the final quote normally itemises these lines separately — asking for them up front is a good sign you are dealing with someone serious.
1. Highway tolls (ETC)
A 45-seat coach falls into the large-vehicle toll band. A Tokyo–Fuji round trip can add ¥12,000 to ¥20,000 in tolls alone.
2. Parking
Tourist sites and hotels charge coach-specific parking fees: roughly ¥3,000 – ¥8,000 per stop, per day. In Tokyo, Kyoto and Osaka, coach bays must be reserved ahead.
3. Driver's overnight stay
If the itinerary sleeps away from the departure city, the client covers the driver's hotel: ¥8,000 – ¥12,000 per night, plus dinner and breakfast allowances. On a 7-day circuit that is ¥50,000–¥85,000 worth budgeting from day one.
4. Tipping (optional)
Japan has no tipping culture and nobody expects one. On international tour work some groups voluntarily offer the driver ¥5,000 – ¥10,000 per day. It is entirely optional; it is never invoiced or requested.
Season moves the price more than the route does
- High season (+20% to +35%): cherry blossom (mid-March to April), autumn leaves / momiji (October and November), and Golden Week in early May.
- Low season: January, February, June (rainy season) and July outside festival dates.
That ±35% weighs more on the total than choosing one route over another. If your dates are flexible, shifting them two weeks outside the sakura peak can save more than any negotiation.
Book 2 to 4 months ahead
For 29- and 45-seat coaches in high season (March–April and October–November) we recommend requesting your quote 2 to 4 months ahead. This is not an urgency tactic: in those weeks green-plate operators simply run out of available vehicles, and the problem stops being price and becomes there being no coach at all.
How to request a quote
To give you a firm number we need four things:
- Dates and number of days.
- Passenger count and how many large suitcases you are carrying.
- Pickup city and, for multi-day circuits, where you sleep each night.
- Planned stops or an approximate itinerary.
